With food handouts often favoring the young and the swift, some of the elderly the sick and mothers carrying small children have often been left empty-handed. Some handouts have become dangerous.
More than two weeks after the quake that killed as many as 200,000 Haitians and left up to 1 million homeless, the U.S.-led relief operation is struggling to supply food to everyone who needs it and keep hungry people's anger from erupting into violence.
